PUBLIC NOTICE TO RENEW THE TITLE V OPERATING PERMIT

This notice is hereby given in accordance with the New Jersey Department of Environmental Protection (NJDEP) Administrative Order 2021-25 (AO 2021-25), that the Atlantic County Utilities Authority (ACUA) located in Egg Harbor Township, New Jersey, intends to renew the Title V Operating Permit under the Clean Air Act.
ACUA owns and operates the Atlantic County Utilities Authority Landfill (facility) located at 6700 Delilah Road in Egg Harbor Township, New Jersey. The 102-acre landfill began accepting waste in 1991 and is part of a larger 360-acre Howard F. Haneman Environmental Park. In addition to the landfill, the Environmental Park also includes recycling facilities, composting site, solid waste transfer station, compressed natural gas fueling stations, electric vehicle charging stations and a maintenance building. Future plans include contracting with a third-party who will convert the landfill gas to renewable natural gas.
The Title V Operating permit was initially issued on May 20, 2005 and has been continuously renewed since that time. The most recent renewal application was submitted to NJDEP in February, 2019. Although the current permit expired on May 19, 2020, ACUA is currently operating under a permit shield. Upon final approval, the permit will be renewed for an additional 5 years.
Pursuant to AO 2021-25, a public information session will be held on October 23
rd at 6 p.m. in the Boardroom of the ACUA Administrative Office (Geo Building #1) at 6700 Delilah Road in Egg Harbor Township, New Jersey. Concurrent with this notice, ACUA will accept public comments on the Title V Operating Permit Renewal for a 60-day period starting on September 15, 2023 and concluding on November 23, 2023. Por la presente se comunica, de acuerdo con la Orden Administrativa 2021-25 (AO 2021-25) del Departamento de Protección Ambiental de Nueva Jersey (NJDEP), que la Autoridad de Servicios Públicos del Condado de Atlantic (ACUA) ubicada en Egg Harbor Township, Nueva Jersey, tiene la intención de renovar el Permiso de Operación del Título V en conformidad con la Ley de Aire Limpio.
ACUA es propietario y opera el Basurero de la Autoridad de Servicios Públicos del Condado de Atlantic (instalación) ubicado en 6700 Delilah Road en Egg Harbor Township, Nueva Jersey. El basurero de 102 acres comenzó a aceptar residuos en 1991 y forma parte del Parque Medioambiental Howard F. Haneman de 360 acres. Además del basurero, el Parque Medioambiental también incluye instalaciones de reciclaje, un centro de compostaje, una estación de transferencia de residuos sólidos, estaciones de servicio de gas natural comprimido, estaciones de carga de vehículos eléctricos y un edificio de mantenimiento. Los planes futuros incluyen la contratación de un socio que convertirá el gas del basurero en gas natural renovable.
El permiso de operación del Título V se emitió inicialmente el 20 de mayo del 2005 y se ha renovado continuamente desde entonces. La solicitud de renovación más reciente se presentó al NJDEP en febrero del 2019. Aunque el permiso actual expiró el 19 de mayo del 2020, ACUA está operando actualmente bajo un protector de permiso. Tras la aprobación final, el permiso se renovará por 5 años más.
De acuerdo con el AO 2021-25, se realizará una sesión de información pública el 23 de octubre a las 6 p.m. en la Sala de Juntas de la Oficina Administrativa de ACUA (Geo Building #1) en 6700 Delilah Road en Egg Harbor Township, New Jersey. También se podrá participar en la sesión informativa pública de forma virtual. Paralelamente a esta notificación, ACUA aceptará comentarios públicos sobre la renovación del permiso de operación del Título V durante un período de 60 días que comenzará el 15 de septiembre del 2023 y concluirá el 23 de noviembre del 2023.
